"If red lights flash on the overhead signals above your lane, you mustn't go past the signal in that lane. If other lanes aren't displaying flashing red lights, you may go ahead in those lanes if it's clear and you can move into them safely. If red lights flash on a signal in the central reservation or at the side of the road, you mustn't go past the signal in any lane."
